Mr. QUAN is a shareholder of the Company. He graduated from Northern Jiaotong University and received his economic PhD degree. Currently, he acts as the Beijing CPPCC Standing Committee member, the member of the Standing Committee of the Beijing Municipal Federation of Industry and Commerce, the second session special supervisor of the Supreme People’s Court of the PRC, the Deputy Director of China Democratic National Construction Association’s Central Enterprise Committee, the Vice Chairman of Beijing New Social Strata Union, the Managing Director of CAS and the Director of Right Maintenance Committee, the Vice President of Beijing Institute of Certified Public Accountants, the member of MOF’s CAS Asset Appraisal Guidelines Expert Advisory Committee, the member of China Asset Appraisal Criteria Drafting Group, one of the first batch of 25 senior member of CAS, the full-time member of the sixth session Issuance Review Committee of the CSRC, and a senior expect in the industry. In 2008, he was elected as “the executive member of the 11th Beijing Municipal Committee of the CPPCC.” In 2013, he was re-elected as “the executive member of the 12th Beijing Municipal Committee of the CPPCC.” He was awarded with the titles of “Outstanding Builders of China’s Socialist Cause” in Beijing and China. He has been engaged in asset appraisal work for nearly two decades. As a senior industry expert, he has made more prominent contributions in the steady and healthy development of asset appraisal industry and enjoyed a high reputation in the industry.
